Averting Public Health Sector Industrial Unrest in Kenya: Establishing Stakeholder Work Councils to Foster Harmonious Labor Relations

Health worker-related industrial unrest has serious negative effects on health service delivery especially on rural poor. Kenya’s health worker strike lasted over 300 days, with the doctors’ strike lasting 100 days—the longest ever experienced in Kenya. IntraHealth innovated the Work Council as a formal consultative and dialogue platforms between the county departments of health and health sector union leaders to find space where issues affecting health workers can be discussed and actioned to avert strikes. This brief provides policy recommendations on structure and institutionalization of work council to permanently avert health worker strikes.
