Carl Leitner

Former Associate Director of Health Workforce Informatics

Carl Leitner brings more than 13 years of experience in informatics, information technology, software development, and education including more than eight years designing and adapting health workforce information systems in low- and middle-income countries. Leitner oversees IntraHealth’s iHRIS suite of health workforce software and leads the Health Worker Registry Community of OpenHIE.

Leitner’s leadership in health systems interoperability centers on connecting health workforce information systems to the larger health information system including point-of-care systems, health management information systems, training information systems, and mobile communication platforms. Leitner co-authored the international Care Services Discovery (CSD) standard which describes the available health services for a country. Leitner has led numerous workshops working with in-country teams to build their capacity to implement and manage interoperable health information systems and to make use of data for effective decision and policy making.

Leitner holds a BS in mathematics from the University of North Carolina at Chapel Hill and a PhD in mathematics from the University of Arizona.
